Resolved Question: what does "a sacred duty to stare at its shoes while ripping off Rivers Cuomo" mean?

I am reading an article about Animal Collective's album Merriweather Post Pavilion and I came across the paragraph: "Blame it on The Flaming Lips’ dancing animals. Fueled by this Ecstasy-meets-Elmo-esque experience, a generation of college kids has grown up unaware of a sacred duty to stare at its shoes while ripping off Rivers Cuomo. Instead, it reels to the kaleidoscopic sounds of MGMT, Passion Pit, and Baltimore’s Animal Collective." I don't understand the middle part about Rivers Cuomo. Does it mean that one should be very scared if he wants to copy something from the musician? Thank you very much for your help. By the way does the Elmo here in the second line of the paragraph refer to the character in Sesame Street?
